At the Rao Family Foundation, we believe that meaningful inclusion doesn’t begin with the individual—it begins with the community. While many programs focus on preparing individuals with autism to integrate into society, we saw a critical gap: who is preparing society to receive them?
This is why we chose to support St. Andrew’s Autism Centre (SAAC) in establishing the Centre for Autism Advocacy and Public Education (CAAPE). We are drawn to initiatives that challenge assumptions, shift mindsets, and build the social infrastructure necessary for lasting change. CAAPE does exactly that.
Autism is a lifelong neurodevelopmental condition. Official estimates in Singapore suggest that 1 in 150 people are on the autism spectrum, but many experts believe the actual figure is higher. And yet, public understanding—particularly of individuals with moderate to severe autism—remains limited. Popular media often highlights savant abilities or high-functioning individuals, creating a skewed perception and deepening misunderstanding.
Through CAPE, SAAC engages with a growing number of corporate organisations, seeking to build more inclusive environments. These efforts include staff training, introducing sensory-friendly spaces, and providing advisory services for creating infrastructure that accommodates persons with autism (PWAs).

CAREwell takes a deeply personal and professional approach. Each family is matched with a Keyworker—a trained professional in social work, healthcare, or special needs—who becomes their guide, advocate, and steady hand. These Keyworkers:

Individuals with invisible disabilities (including but not limited to neurodevelopmental conditions, mental health conditions, psychiatric illnesses, and cognitive or developmental challenges), may encounter unique barriers when participating in legal processes due to their disabilities that are not readily observable. They struggle with communication, information processing, emotional regulation, or decision-making, which can lead to misunderstandings, unintentional non-compliance, and increased vulnerability during legal proceedings. Many also lack the confidence or ability to advocate for themselves, making timely access to appropriate legal support even more critical.
Pro Bono SG is the charity arm of The Law Society of Singapore, and they help bridge these gaps by providing accessible legal support to individuals who may otherwise go unrepresented. Pro Bono SG ‘Inclusive Justice Initiative’ aims to empower the community and ensure that those with invisible disabilities receive clear guidance and compassionate assistance through its network of volunteer and pro bono lawyers, legal clinics, and partnerships with social service agencies. By strengthening access to justice and increasing awareness within the legal ecosystem, Pro Bono SG plays a vital role in ensuring that dignity, fairness, and support reach those who need it most.
